● Canadian citizen, permanent resident, refugee
● Legally entitled to work in Canada and according to the provincial/territorial legislation and regulations
● Experience one or more of the following barriers to employment
○ No highschool diploma/post secondary education
○ Single parent or carer for dependant adult
○ Low income household (OW, ODSP, no income)
○ NEET (not in employment education or training) for 6 months or more
○ Experience a disability
○ Recent immigrant
○ Visible minority
○ LGBTQ2+
○ Low literacy
○ Indigenous
○ homeless/precarious housing
